“Thank you for the warm welcome, and thank you to Global Forum Against Caste Discrimination for allowing me to share a few thoughts on the occasion of the 52nd International Day for Elimination of Racial Discrimination.

It is my honor to be standing here with colleagues who care about the effort to end caste-based discrimination and racism but, even more, it is an honor to join hands with men and women who care about human dignity and who seek to make a difference in the world in which we live.

As someone who lived in South Asia for years, I saw the reality of caste-based discrimination. I felt compelled, as you do, to make an effort to address this unjust practice; a practice that disregards our common humanity and that violates the fundamental rights of all that are enshrined in the Universal Declaration of Human Rights.

During my years of service in Nepal and elsewhere in South Asia I worked closely with many Dalit leaders and, from them, I learned about the tremendous societal prejudice facing members of their community. Particularly in rural areas, Dalits continue to struggle for equal rights. Dalits in Nepal – and throughout South Asia – are among the poorest members of society and lack the same opportunities – educational, professional, and economic – enjoyed by other citizens.

In some cases grinding poverty forces Dalit women into commercial sex work where they are at risk of disease, violence, and further societal ostracism but what are their options when the survival of their family is at stake.   Dignity vs survival – a stark choice and one that is forced on them by those who refuse to see them as individuals with aspirations, but rather as beings consigned to a lesser status by a caste structure that steals their hope and dreams

The impact of this discrimination is of course devastating to the affected communities but, what people often fail to realize, is that it imposes costs on society as a whole as well. Those who condone or practice discrimination on the basis of caste fail to see that the nation loses a hidden treasure when the skills and intellect of so many citizens go untapped and unrealized. And any nation that fails to care for such a large segment of its population, that rejects their basic humanity and denies them fundamental protection of law and basic respect, has failed in its first duty to its people and is diminished as a society.

Overt and institutionalized discrimination, such as we see when dealing with caste-based discrimination, puts us on a slippery slope and creates a mindset that makes it easier to diminish any group with whom we disagree.   “They are different, they aren’t as pure as us, as smart as us, as deserving as us. ” You’ve seen it. You’ve felt it. And you know it is not right.

These are issues that Americans feel quite strongly about. And we should.   We have our own bitter legacy in American history of institutionalized slavery and overt discrimination. We fought a bloody civil war in the United States to rectify the slavery issue, and we are still fighting today to address discrimination in its many forms. You heard issues discussed throughout the recent presidential campaign about institutionalized racism and today there are debates about “white privilege” that raise troubling reminders of past times.”

“In the past 50 years there has been progress on some of these concerns in Nepal as well. A 1963 revision to the civil code made untouchability illegal and decreed all Nepalis to be equal under the law. And, while I served as Ambassador in Nepal, the parliament passed the Caste-based Discrimination and Untouchability Act in 2011, which went even further and criminalized caste-based discrimination.”

“In Nepal, our Embassy fought for Dalit rights, and we practiced what we preached. Within our Embassy we had long-standing programs to promote ethnic diversity in our hiring practices and to prevent discrimination from occurring. Our hiring policies focused on making sure that the people in the Embassy reflected the rich mix of Nepal’s population. We also had an internship program that brought in interns from disadvantaged communities and backgrounds — not as an act of charity but because we valued the importance of diversity and knew that it would make us stronger, better, and more effective in all we did.”

“That new Nepal has no room for caste-based discrimination, and the youthful partners who will shape that future comprise an audience that you must engage and work with. You need the energy and vision of youth who are willing to be constructive agents of social and political change……….”

The Global Forum organizes a consultation program on ensuring Dalit Rights, forms its advisory committee

Aurora, Denver, Colorado (USA), March 18-

The Global Forum Against Caste-based Discrimination (Global Forum) successfully organized here today a consultation program, “Global Consultation on Ensuring Dalit Rights for Democracy, Dignity and Justice”. The program was organized on the occasion of 52nd International Day for the Elimination of Racial discrimination.

The chief guest of the program His Excellency Mr Scott DeLiSi, former Ambassador of USA to Nepal explained the provisions of Nepal Government to empower the Dalit community of Nepal. He provided the solidarity to global initiation which is taken by the Global Forum. Special Guest Dr. Man Biswokarma, Joint Secretary, Government of Nepal presented the social status of Nepal. He emphasized, without sensitization of society, it is not possible to achieve democracy and justice. Therefore, ensuring democracy, dignity and justice would in turn ensure the Rights of Dalit community. Padam Biswokarma, International President of International Nepali Literary Society (INLS) presented that the Caste discrimination follow Nepali community everywhere, and we have to advocate against caste discrimination. Dr. Ramesh Sunar also presented that Dalit would be unified to eliminate the casted based discrimination.  Other guests, Binod Tripathi, President of Rocky Moutain Friends of Nepal, Jagat Shrestha, President, Overseas Forum of Nepal,  Krishna Murali Dhungel, President, INLS, Colorado, Hari Shrestha, General Secretary, Shankuwasabha Samaj, Som Baral, President, Global Bhutani Community, Chandra Man Gurung, President Ta Mu Dhi, Colorado,  artist Nabraj Shrestha, Journalist Sailesh Pokhrel, Birat Nepal, Bikal Parajuli also  expressed their views regarding the elimination of caste-based discrimination. Inauguration program was chaired by Tirtha Biswokarma, President of Global Forum, and was conducted by Amrit Biswokarma. Arjun Bagale welcomed the gathering and highlighted the objective of the program in the beginning.

In the second session of the program, speaking remotely from Canada, Dr. Drona Rasali, Nepaldalitinfo International Network Moderator presented a concept on the role of Nepali Diaspora community in the elimination of caste-based discrimination. Dr. Man Biswokarma presented approaches to enhance the reach of Dalit in government policy making and implementation level. On the occasion, His Excellency Dr Arjun Karki, Ambassador of Nepal to the USA addressed the gathering through a video clip, highlighting the programs of Government of Nepal for Dalit rights.

After the consultation program, the Global Forum has organized its 2nd Council meeting, which reformed its Advisory Committee including Scott DeLiSi, Dr. Man Biswokarma, Dr Ramesh Biswakarma, Dr. Drona Rasali, Dharam Biswakarma, Dr. Bishnu Maya Pariyar and Dr. Mitra Pariyar as its advisors.

Distinguished guests, President and all members of the Global Forum, Organizing Committee, Ladies and Gentlemen,

With my due apology for my inability to be there in person, I thank you so much for this opportunity to speak remotely from Canada to your august gathering in Denver today to observe the International Day for the Elimination of Racial Discrimination.

On remembering Sharpeville incident at this cherished event, I would like to bring solidarity to this cause, from Nepaldalitinfo, an international information resources network that has been supporting Dalit movement to eliminate caste discrimination in Nepal since its inception in 2003.

The commemorative event we are observing today is still so imperative to keep the momentum going for our just cause. The incidents of caste discrimination are still rampant on everyday basis. The horrifying incident that happened last December in a village, Kavre District of Nepal, where Laxmi Pariyar, 32, died in result of extreme form of Dalit atrocities meted by a school teacher in a broad day light, with her 10-year old son witnessing and begging a mercy for his mother will not be forgotten.


We do remember Rohith Vemula of Hyderabad University in India who was forced to commit suicide for his struggle and fight against discrimination little over a year ago; we remember him in order to reject victimhood, to reclaim resistance and to demand justice that has yet to be given for him.



In this event organized thankfully by the Global Forum against Caste-based Discrimination, we recognize our common global problems faced in South Asia or elsewhere, our common goal of Annihilation of Caste for elimination of all its negative effects, our common goal of securing our equal rights, privileges and accountability in the mainstream society, and our common path of struggle to achieve these goals.

What is the cause that Dalits are fighting for? A number of demands provides the answer:

  • Current demand for Dalit rights and their just position in the society is a basic human right that is not against the people in general nor is against ‘Dalit friendly’ just and democratic government and associated political parties.
  • Dalit rights stand against the traditional status-quoists who in the guise as so-called ‘society’s responsible individuals’ in the name of religion and traditions undermine or remain apathetic to Dalits’ dignity, e.g. Many of such individuals are even the responsible people such as village priests, village heads, school teachers, the law enforcement personnel and those holding power or authority.
  • Dalit rights stand for unnegotiable freedom from such traditional norms and practices that license the traditional status-quo to oppress Dalits for ever. Such a status-quo is simply not acceptable to Dalit people.
  • Dalits’ demand is simple: it is righting the wrong of the past that is still causing unacceptable damages causing all round disparities and trauma through generations.
  • Constitutional rights established in India and now achieved in Nepal must be exercised in full, unconditionally.
  • We whole heartedly welcome our allies working for our cause.

In the context of the topic given to me to speak on at this event, which is the “Role of Diaspora in the context of South Asian Dalit movement”, we as Diaspora can take many significant strides such as:

  • Networking with academic leaders of the Universities around the world to motivate them to conduct research on Dalit people and communities of South Asia, especially in young democracy of Nepal.
  • Networking with famous writers and travellers of the world to motivate to visit Dalit villages of South Asia to experience their lives with them, and write about their life of misery and resilience, surviving through centuries with their hidden culture of tolerance, unrewarded but highly skillful occupations and many other aspects of their livelihoods.
  • Networking with philanthropists of the world to spend their generous giving to Dalits, the most disadvantaged lot among the people around the world.
  • Networking with international communities and agencies, with advocacy for the cause of social justice.
  • Giving back to own communities in South Asia at the national, regional and local level for empowering them to come out of the shell of discrimination-laden caste barriers to grow in the mainstream society like anyone else.

In our routine practice, we can also play a role in concrete deeds such as:

  • We can run a global networking such as Nepaldalitinfo runs for Nepal that can be further enhanced as a vibrant, meaningful means of global communications; its website and blog site can be source of information to the public world-wide.
  • We can organize international Dalit conferences in South Asian countries and abroad on regular interval to bring stakeholders from academia and field of action to a single platform. I call upon everyone to support one such international conference to be organized in Kathmandu, the capital city of Nepal, later this year in December.
  • We can establish a very much needed centre of excellence in every country including India, if there is none yet, to host many important artifacts of our heritage and archival information for exchange. The physical and anthropological evidence, images speak for themselves, and researchers and stakeholders taken take advantage of them for meaningful discourses in the mainstream society.

Mainstreaming Dalits through Sustainable Development Goals:

Kathmandu, February 7- National Planning Commission member Dr Swarnim Wagle addressed a gathering of lawyers, professional civil society actors and students over an interaction event on ‘Mainstreaming Dalits through Sustainable Development Goals’ in Kathmandu today. Speaking as the chief guest on the occasion Dr Wagle said, Sustainable Development Goals though may “look like higher human aspirations” can be achievable through honest intention, clarity in policies and creation of value based institutions and structures. He said these global goals will generate demand for data. Organizations like LANCAU can do a great deal in this area.
On the occasion, chairing the program, Constitutional Expert Advocate Dinesh Tripathi submitted a memorandum on behalf of civil society organization containing indicators for targets of SDG 16.1, 16.3 16.a and 16.b. Advocate Tripathi said basic thrust of democracy is justice. SDG 16 is a global vision and Nepal has committed itself to it. Failure to formulate indicators and address the issues of Dalit would place Nepal in the position of a rogue state.
Addressing the gathering Country Director of Chance for Change Mr. Bhim BK said, poverty of Dalit is directly related to untouchability and caste based atrocities. So, the National Planning Commission should take in account the fact that Dalits are restrained from practicing trade of their choice.
Founder of Dignity Initiative Ms Jinita Biswkarma said , the bulwark of the education system are the test book and the pedagogy . They have a lasting impact on the minds of students. The educational framework should reflect awakening of social consciousness, development of democratic values and feeling of social justice.
Speaking on the occasion Executive Director of LANCAU Nepal Prabhakar Bagchand said’ Dalits have been subjugated and deprived of opportunities for centuries. SDG 16 has the potential to address myriad problems faced by Dalits every day. It is through SDG 16 we can fight poverty, injustice and caste discrimination. It is through law we can bring about change in mindset. ‘If the indicators suggested by Civil society is taken into consideration, it will be a historical move on the part of National Planning Commission’ Mr. Bagchand said.

Two radio stations in Canada broadcast live interviews on Dalit issues of Nepal

Vancouver (Canada), January 8, 2016- Two online radio stations in Greater Vancouver City of Canada broadcast live interviews on Dalit issues of Nepal in recent few weeks after the Himalayan Program of the University of British Columbia organized a Symposium on the Dalit issues of Nepal on December 22, 2016.

The first interview was with Motilal Nepali, a Dalit civil society activist of Nepal currently a visit to Canada on a live broadcast at Spice Radio‘s  “Sunday Special with Gurpreet Singh” on December 25th.

The second interview was broadcast live at DreamZZ Pubjabi Radio on last Wednesday evening (December 4th). Radio host Sukhy Dhillon  interviewed Dr. Drona Rasali (Nepaldalitinfo founder and moderator) and Motilal Nepali, who both discussed various social ills inf the form of caste based discrimination and untouchability still rampant in Nepal. Dr. Rasali was specially concerned about the recent increase in incidents of assaults on Dalits, such as a recent terrible horrifying assault by a school teacher on a woman, labeling her a witchcraft practitioner, beating her heavily, feeding her forcibly human excreta leading to her death in 3 days- an incident that happened in a broad day light in midst of apathetic villagers.  Motilal Nepali highlighted on ongoing Dalit movement to fight against social injustice in Nepal. The broadcast was repeated in 14 hours enabling listeners both in Canada and South Asia to listen to the interview.

Vancouver, December 25- Dalit issues of Nepal were discussed over a live broadcast interview of Spice Radio in Canada. Motilal Nepali, a noted Dalit activist of Nepal and an active member of Nepaldalitinfo International Network was interviewed by Spice Radio of Vancouver city in Canada this morning over a program, “Sunday Special with Gurpreet Singh”. Mr. Nepali highlighted the recent constitutional changes in favor of Dalit rights, and emphasized that the implementation of constitutional and legal provisions so far achieved has been a big challenge due to still rampant traditional mindset to oppress and exploit Dalits.

२०७३ पुस १४, जागरण मिडिया सेन्टर (December 29, 2016)- काभ्रे सानोवाङथलीकी लक्ष्मी परियारको हत्या भएको करिब २० दिन पछि आज प्रधानमन्त्री पुष्पकमल दाहाल“प्रचण्ड”लाई ज्ञापन पत्र बुझाइएको छ । संयुक्त राजनीतिक दलित संघर्ष समिति र दलित नागरिक समाजका प्रतिनिधिहरुले बिहान प्रधानमन्त्री कार्यालयमै पुगेर पाँच बुँदे माग सहित संयुक्त रुपमा ध्यानाकर्षण तथा ज्ञापनपत्र बुझाएका हुन् ।


ज्ञापन पत्र बुझ्दै प्रधानमन्त्री पुष्पकमल दाहाल“प्रचण्ड”ले पछिल्लो समयमा राजनीतिक रुपमा प्रतिक्रान्तिका पक्षधरहरुको सक्रियता बढ्नुसँगै दलित तथा उत्पिडित समुदाय माथि निरन्तर अमानविय घटनाहरु बढ्दै गएको बताए । उनले भने “राजनीतिक रुपमा उत्पिडित समुदायले पाएका उपलब्धीहरु कमजोर हुँदै जानुको परिणाम स्वरुप दलित समुदाय माथि अमानवीय घटनाहरु बढ्दै गएका छन् । यसतर्फ समग्र उत्पिडित समुदाय चनाखो भएर एकजुट भई संघर्ष गर्नु आवश्यक छ, । उत्पिडीत समुदायमाथि भैरहेको अत्याचारबारे बर्तमान सरकार गम्भिर छ । ”

प्रधानमन्त्रीले पछिल्लो समयमा देशभर दलित समुदाय माथि बढ्दै गएका जातीय भेदभाव तथा छुवाछूतका घटनाका पीडितले न्याय पाउन नसकिरहेको भन्दै तत्काल पीडितलाई न्याय दिलाउन आफूले जतिसक्दो प्रयास गर्ने आश्वासन समेत दिए ।
बुझाईएको ज्ञापन पत्रमा भनिएको छ “कानुन विपरित हिरासतमा राखेर लक्ष्मी परियारका श्रीमान् मिलन परियारलाई प्रहरीले यातनादिई दोषि प्रमाणित गर्ने प्रयास गरिरहेको छ । हिरासत भित्रै हत्यारा हिरा लामाले मिलन परियारलाई ज्यान मार्ने धम्की दिँदा समेत प्रहरी मुक दर्शक बनी उल्टो पीडित माथि झनै पीडा थप्ने काम गरिएको छ ।”

ज्ञापन पत्रमा प्रहरी लक्ष्मी परियारका हत्यारालाई हदैसम्मको कानुनी कारवाही तथा पीडित परिवारलाई क्षतिपूर्ती, मलमूत्र खुवाएको घटनामा मिलापत्र गराउने प्रहरी चौकी चौबासका इन्चार्ज प्रेम पुकार चौधरीलाई निलम्बन तथा कारवाही, झुठा मुद्दामा फसाउने नियतका साथ हिरासतमा राखिएका लक्ष्मी परियारका श्रीमान्को तत्काल रिहाइ तथा सानोवाङ्थलीका दलित परिवारको तत्काल जिउधनको सुरक्षा सहितका माग राखिएको छ ।

ज्ञापनपत्र बुझाउँदै संयुक्त राजनीतिक दलित सघर्ष समितिका संयोजक डम्बर विश्वकर्माले दलित समुदाय माथि भइरहेका उत्पिडनका घटनाहरुलाई रोक्नका लागि सरकारले तत्काल पहल नगरेमा समग्र दलित समुदाय देश व्यापिपमा शसतm आन्दोलनमा जान बाध्य हुने चेतावनी दिए ।

Dalits Issues of Nepal Brought to Light at a University in Canada

Vancouver, December 22- Dalit issues of Nepal was brought to light over a symposium organized at the University of British Columbia today. This is the first time a dedicated discourse on Dalit issues specific to Nepal was organized in a Canadian institute of higher learning.

“Untouchability still exists as a pervasive phenomenon maintained by the power holders. It is maintained in the forms of numerous common human behaviors and other forms of segregation”, Mr. Motilal Nepali, a noted Dalit activist and member of civil society of Nepal in his keynote speech said, “We pressurise and lobby Nepal Government, Nepal’s donors and other relevant actors for focussing on elimination of untouchability as a matter of social, political, and national disgrace.”

Explaining forms of traditional untouchability practices existing in Nepal, Mr. Nepali in his deliberation outlined the philosophy and action lines of Dalit movement, sacrifice and immolation of Dalits in new national building process and the next steps of activities for Dalit rights.

Earlier in the program, another speaker, Dr. Drona Rasali, the founder and moderator of the Nepaldalitinfo International network explained that Dalits represent a significant segment of Nepal’s population who have been traditionally discriminated and oppressed in all affairs of their social and economic lives, and are the victims of the state-led social injustice especially after the promulgation of the discriminatory Civil Code in 1854 by the then Prime Minister Jung Bahadur Rana. “The Nepaldalitinfo network was established in 2003 to support Dalits of Nepal with information resources” He said, “That was a time when rampant incidents of caste discrimination were hardly reported in the mainstream media”.

In the beginning of the symposium program, Dr. Mark Turin, a professor of anthropology at the University of British Columbia introduced Himalayan Program and Institute of Asian Research of the University as the sponsors of the symposium.

Mr. Jai Birdi, the representative from Chetna Foundation related Dalit issues of Nepal with those of India being similar. A good number of intellectuals from academia and south Asian communities including Nepalis participated in the discussion.

A short film, “Bato Muniko Phool- the Prologue”, produced by Yash Kumar, depicting the current day scenario of caste discrimination and untouchability in the middle hills of Nepal was screened for discussion.

Dr. Sara Shneiderman, a Professor in the Department of Anthropology of the University facilitated the discussion forum and concluded the symposium.

पुस ३, २०७३- ‘एगार्गी, अति प्रश्न नगर, तेरो टाउको नखसोस् ! अति प्रश्न गर्न नहुने देवताबारे अति प्रश्न गर्छेस्, अति प्रश्न नगर् ।’ यो याज्ञवल्क्यको धम्की हो, विक्रमपूर्व १३०० मा गार्गीलाई दिइएको । अति प्रश्न गरेमा टाउको खस्ने धम्की सुनेर पनि प्रश्न गर्न नछोड्ने शाकल्यको टाउको काटिएको र त्यसका अस्थिपञ्जरसित समेत दुव्र्यवहार गरिएको मदनमणि दीक्षितको मत छ । एक विदुषीलाई धम्की दिइएको र अर्को विद्वान्को टाउकै काटिएको प्रसंगले प्रश्नलाई निषेध गर्न खोजेको देखिन्छ । त्यस्तो धम्की र हिंसाको प्रभाव आजको समाजमा पनि उत्तिकै छ । त्यसैले इतिहासकार रोमिला थापरले भनेझैं प्रश्न गर्ने कि नगर्ने भन्ने प्रश्न नै यस समयको ठूलो चुनौती हो ।

आजका गार्गी र शाकल्यहरूले प्रश्न गर्ने कि नगर्ने ? बाबुआमालाई प्रश्न गर्ने कि नगर्ने ? पतिलाई प्रश्न गर्ने कि नगर्ने ? गुरुलाई प्रश्न गर्ने कि नगर्ने ? नेता, राज्य र समाजलाई प्रश्न गर्ने कि नगर्ने ? शास्त्र, सिद्धान्त र विचारमाथि सवाल उठाउने कि नउठाउने ? राम्रो ‘म’ लाई पनि प्रश्न गर्ने कि नगर्ने ? कि टाउको काटिन्छ भनेर मौन बस्ने ?

काभ्रेकी लक्ष्मी परियार प्रश्न उठाएकै कारण मारिएकी त होइनन् ? उनको घटनालाई मिडियाले भिन्नाभिन्नै ढंगले प्रस्तुत गरेका छन् । तर स्थलगत भ्रमण गरेका जागरण मिडिया सेन्टरका अनुसन्धानकर्ताका अनुसार लक्ष्मी परियार दलित समुदायकी जुझारु युवती थिइन् । उनी दलित समुदायको विरोधमा हुने उत्पीडन, दमन र शोषणको प्रतिवाद गर्थिन् । उनी वडा नागरिक मञ्चका संयोजक र नागरिक सचेतना केन्द्रका सदस्य थिइन् । त्यसै केन्द्रका संयोजक रहेका शिक्षक हिरा लामासँग उनको द्वन्द्व थियो । उनी स्रोतसाधनलाई त्यहाँको प्रभुत्वशाली तामाङ समुदायमा केन्द्रित गर्ने प्रक्रियाविरुद्ध उभिने गर्थिन् । उनी स्थानीय स्तरमा दलितहरूको आवाज थिइन् । र, लामाका अनुचित कामबारे प्रश्न उठाउँथिन् ।

अनुसन्धानका क्रममा प्रश्न उठेको छ, यस्तै प्रश्न र आवाजलाई दबाउन हिंसात्मक आक्रमण गरिएको हुन सक्छ । नागरिक मञ्च र केन्द्रमा दलित महिलाको उपस्थिति र उनका प्रश्न लामालाई सह्य नभएको हुन सक्छ । राजनीतिक र प्रशासनिक संरचनामा महिलाको, त्यसमा दलित महिलाको उपस्थिति, सक्रियता, सहभागिता र उनीहरूका प्रश्न बिझ्ने, उनीहरूसामु आफूलाई सानो वा हीन ठान्ने ‘दलित महिला सिन्ड्रोम’ प्रतिनिधित्वबारे अध्ययन गर्दा देखेकी छु । पदमा भएका प्रतिष्ठित व्यक्तिहरूले जिम्मेवारी पूरा नगर्दा, स्रोतसाधनको समुचित वितरण नहुँदा उठ्ने प्रश्न र विरोध धेरैले स्विकार्दैनन् । यसरी प्रश्न उठाउनेहरू गाउँठाउँमा दबाइन्छन् वा मारिन्छन्, सहरबजारमा ‘कोअप्ट’ गरिन्छ ।

दलित महिला ‘सिन्ड्रोम’का विभिन्न आयाम छन् । एउटा आयाम छुवाछूत र विभेद गर्ने चलन हो, जो धेरैजसो दलित महिलाले बेहोरेका छन् । अर्को आयाम हो, अपमान र असुरक्षाको घेरामा राख्ने प्रवृत्ति । अर्काे आयाम दलित महिला भएकै कारण अक्षम, अयोग्य, असमर्थ मान्ने वा सोच्न नसक्ने, प्रतिस्पर्धा गर्न नसक्ने ठान्ने मानसिकता हो । ‘दलित महिला सिन्ड्रोम’ जस्ता सिन्ड्रोम अन्य देशमा पनि पाइन्छन् । विशेष गरी पोर्टाेरिकन समुदायलाई पनि अमेरिकी समाजका श्वेत प्रभुत्वशालीहरू अक्षम र अयोग्य ठान्ने गर्छन् । उनीहरूमा ‘हिस्टेरिकल पोर्टाेरिकन सिन्ड्रोम’ रहेको सोनिया सोतोमायरले उल्लेख गरेकी छन् । त्यस्तै, अमेरिकी समाजमै पनि काला जातिलाई यसरी नै हेप्ने र गिराउने चलन अझै रहेको उदाहरण बेल हुक्सले लेखेकी छन् ।

लक्ष्मी परियारको सन्दर्भमा नेपालको प्रभुत्वशाली समुदायका होइन, प्रभुत्वमा परेको समुदायकै एक शिक्षक संलग्न रहेको देखिन्छ । नेपाली समाजमा तामाङ र दलितको अवस्था लगभग उस्तै छ । उक्त समुदायमा पनि दलितहरूलाई छुवाछूत र विभेद गर्ने चलन छ । यो तथ्य तामाङ समुदायबीच हुर्कंदा म आफैंले पनि देखेभोगेकी छु । छुवाछूत र विभेद भोग्दा खस आर्य र तामाङ समुदायका व्यवहारमा खासै भेद पाइनँ । उनीहरूले पनि पानी नचलाउने, तल्लो जातका रूपमा हेप्ने, अनेक ढंगले अपमान गर्ने, तर स्थितिअनुसार मात्रै भातभान्छा चलाउने गर्थे ।
धर्म र संस्कृतिका हिसाबले तामाङहरू खस आर्य समुदायजस्तै मन्दिर हैन, गुम्बा जाने गर्छन् । मन्दिरमा नगए पनि दसैं, तिहार र तीज मनाउँछन् । उनीहरूमा हिन्दु मूल्यमान्यताको प्रभाव कम छैन । नेपालका अल्पसंख्यक समुदायबारे अध्ययन गरेकी मल्लिका दस्तिदारका अनुसार तामाङलगायत अन्य जनजाति समुदायमा पनि हिन्दुकरणको असर व्यापक छ । नेपाली राज्य र त्यसमा शासन गर्ने कुलीनहरूमा धेरै शताब्दीसम्म ब्राम्हणवादी रूपको हिन्दु धर्मको प्रभाव छ । हिन्दु धर्म, परम्परा र संस्कारले राज्य, धर्म र कुलीनहरूबीच उच्च सम्मान पाउँदै आएका छन् । उनीहरूका विधान, नीति र व्यवहारसँगै संगतका कारण तामाङलगायत अन्य धार्मिक र जातीय समुदाय पनि हिन्दुकरण भएको छ । हिन्दु धर्मको सबैभन्दा नकारात्मक आयाम वर्ण/जातमा आधारित विभेद हो, छुवाछूत हो, त्यसका आधारमा हिंसा हो । यसको दुष्प्रभाव सबै समुदायमा फैलिएको छ क्यान्सरजस्तै ।

म बाँचेको तामाङ समुदायलाई पनि डरलाग्दो समुदायका रूपमा हेरिन्छ । उसो त सुरो समुदायका रूपमा पनि व्याख्या गरिन्छ । हामीले बेहोरेको विभेद, छुवाछूत र हिंसाले पनि यस्ता व्याख्यालाई असत्य देखाउँदैनन् । तर उनीहरू पनि खस आर्य समुदाय र त्यस समुदायका कुलीनको राज्यबाट अनेक विभेद र उत्पीडन भोग्दै आएको देखेकी छु । सायद उनीहरूले हामीमाथि गर्ने दलन र उत्पीडनसँगै हिंसा पनि त्यसकै परिणाम हुन सक्छ । आफूभन्दा माथि वा शक्तिशालीहरूले गर्ने हिंसाकै विस्तार हुन सक्छ दलितमाथि गरिने विभेद र हिंसा पनि । यी विभेद र हिंसाको चक्रले सबै समुदायलाई गाँजेको छ, विशेष गरी दलित समुदाय प्रताडित छ ।

मानवशास्त्री डेविड होम्बर्गका अनुसार तामाङ समुदाय र हिंसाको चित्रणबारे दुइटा भाष्य (न्यारेसन) छन् । पहिलो, तामाङहरूलाई त्यस्ता खतरनाक समुदाय र हिंसात्मक बाहिरियाका रूपमा हेरिन्छ । दोस्रो, राज्यद्वारा थोपरिएको हिंसालाई आत्मसात् गर्ने र त्यसलाई प्रतिकार गर्ने समुदायका रूपमा पनि हेरिन्छ । तर, प्रतिकार आपराधिक क्रियाकलापका रूपमा पनि देखिएको छ । लक्ष्मी परियारको सन्दर्भमा यस्तै विभेद, छुवाछूत र हिंसा पोखिएको हुन सक्छ ।

सोसल मिडियामा व्यापक रूपमा छाएको टिप्पणी हेर्दा दुई थरी भिन्न विश्लेषण पाइन्छ । पहिलो, सामाजिक शिक्षाका शिक्षकले त्यस्तो असामाजिक र अमानवीय व्यवहार कसरी गर्न सके भन्ने । दोस्रो, नेपाल कुन युगमा छ, यस्ता घटना किन दोहोरिँदो छ भन्ने । शिक्षा र ज्ञानको पुरातत्त्व (आर्कियोलोजी अफ नलेज) खोजियो भने सायद यी प्रश्नको उत्तर पाउन सकिन्छ । नेपालका शिक्षा र ज्ञान जातीय संरचनामा आधारित छन् । कमलप्रकाश मल्लका अनुसार लिच्छविकालदेखि यसको अभ्यास हुँदै आएको छ । यहाँ पहिले संस्कृतकरण भएका हिन्दु र बौद्ध पुरोहितलाई नै बौद्धिक वर्ग मानिन्थ्यो । उनीहरू मूलत: नेपाली भाषा बोल्ने ब्राह्मण, नेपालभाषा (नेवारी) बोल्ने जोशी, मैथिली र भोजपुरी बोल्ने ब्राह्मण थिए । उनीहरूले धर्म, शास्त्र, ईश्वर, पूर्वजन्म र पुनर्जन्मको डर देखाएर प्रश्नलाई छेक्ने परम्परा चलाए । मल्लको ठहर छ, यहाँको परम्परा भनेकै धार्मिक विधिको निरन्तरता वा संरक्षण भएको छ, जब कि प्रश्न, सिर्जनशीलता र अवज्ञालाई रोक लगाइएको छ । त्यस्तो परम्पराबाट हुर्केका नेपालका अधिकांश बुद्धिजीवी त्यसकै वाहक भएका छन् । अबको युवा पुस्ता ‘संस्कृटाइज्ड प्रिस्टहुड’ को उत्पादन र पुन:उत्पादनको दुश्चक्रमा फसिरहने कि आलोचनात्मक प्रश्न गर्नतिर लाग्ने ? नयाँ संविधानले समेत ‘सनातन धर्मको रक्षा र संरक्षण’ गर्दै यस्तै दुश्चक्रलाई बढाएको बेला शाकल्यले जस्तो सवाल उठाउने हिम्मत गर्ने कि नगर्ने ?
